Paid homework help is permitted at Canadian universities when it supports your learning: tutoring, explanation, editing, and worked reference examples are all allowed. It becomes an integrity violation when the work is submitted as your own without substantial contribution from you. The policy line is authorship, not payment.
Every Canadian university publishes its policy. Toronto's Code of Behaviour on Academic Matters, UBC's Academic Misconduct policy, and McGill's Code of Student Conduct all define unauthorised assistance in similar terms: representing another person's work as yours.
Safe by policy: tutoring sessions, concept explanation, proofreading that does not change argument, feedback on your draft, and model examples you study rather than submit.
Not safe: submitting purchased text unchanged, having someone sit an exam or log into your course account, or paying for answers to an assessment that forbids outside help.
Practical test: could you explain and defend every sentence you submitted to your professor tomorrow. If yes, you are almost certainly fine. If no, you are not.
